Hebden Royd Town Council vs Information Commissioner and Anor

FT/EA/2025/0361 – 5th May 2026
HRTC was recently involved in the above legal case re. the Picture House.
More information can be found below.

The Council is sharing the above information in the public interest.
Following the legal proceedings, which concerned Freedom of Information requests made to the Council, the Tribunal allowed the Council’s appeal, finding that the Council did not hold the requested information and that the Decision Notice was based on an error of law. As the proceedings required a significant commitment of Officers time and public resources, the Council believes residents should be informed of the outcome.

Repeated or Vexatious Requests

The Council may refuse requests under Section 14(1) of the Freedom of Information Act where they are deemed to be vexatious, repeated, or part of a campaign of harassment. This ensures Council resources are used effectively to serve the whole community.

Other Information

  • For personal data requests, please see our Privacy Policy.
  • If you are dissatisfied with the Council’s response, you may request an internal review.
  • If you remain unhappy, you can complain to the Information Commissioner’s Office (ICO)www.ico.org.uk.
