
Calderdale Energy Park is a proposal to build an onshore windfarm on Walshaw Moor. A community survey issued by Hebden Royd Town Council (HRTC) in October 2025 found that the majority of respondents objected. These findings informed the Council’s opposition to the CEP proposal. Following a non-statutory consultation in 2025, Calderdale Energy Park is carrying out a statutory consultation from Wednesday 8 April 2026 until 11:59pm on Wednesday 10 June 2026. You can submit your response online.
Consultation events are being held in April and May in different locations, including one online event on Thursday 14 May, 6:30-8:00pm.

BACKGROUND
HRTC STATEMENT ON THE CEP PROPOSAL (APRIL 2026)
In the period between the HRTC Community Survey and the announcement of the CEP Statutory Consultation Period, there have been some changes to the proposal. The Town Council remains opposed to the project and recently affirmed this position at a Full Council meeting on 15th April 2026. The following statement was agreed:
“Further to a public survey undertaken in 2025 and information made available to the community since that time, Hebden Royd Town Council is committed to stand with the mandate given by its community. The Town Council strongly opposes the development the Calderdale Energy Park on the grounds of destruction of peat, associated flood risks and C02 emissions. There are many other concerns most notably the impact on the natural habitat and biodiversity of this Site of Special Scientific Interest and Special Area of Conservation.”

HRTC COMMUNITY SURVEY (OCTOBER 2025)
In October 2025, Hebden Royd Town Council (HRTC) carried out a community survey to establish what Hebden Royd residents think of the proposal.
While not a statutory consultee, HRTC wanted to be certain of accurately representing the views of the community on this issue.
The survey results showed that a clear majority of Hebden Royd respondents were strongly against the CEP proposal.
In response to the survey findings, Councillor Steve Woodhead, Chair of Hebden Royd Town
Council Local Environment and Climate Committee made the following statement:
Overall, the majority opinion is clear: people value
renewable energy but believe this proposal represents
the right idea in the wrong place.
